I haven't looked at this in detail, but I wonder if it would be possible to avoid having to create extra custom permissions by defining a single-purpose context interface for this for the sake of defining security adapters, and then setting up custom navigation from `lp.app.browser.launchpad.LaunchpadRootNavigation` so that the Zope publisher knows how to traverse to the relevant URLs.
