Do need to chat to some folks to see how this works for them, especially with snapshot based use case. Imagine if you request a 15 day old snapshot, the security pocket doesn't work (apt doesn't fake an older date when accessing snapshots), you have to set the same option as in old-releases.

Probably it makes sense to be able to restrict the feature for oracular at first so people can test it. This could be encoded in the database, or just by checking for the development distroseries.
