That's still the old format, you'll want to migrate to .sources files at some point, which co-incidentally also work back in trusty.

For buildds you likely want to be careful with the order of entries; if the versions are the same of packages in two sources, the earlier one wins (this matters for archive rebuilds, hence PPAs need to come first).

Now buildd.list is still before ubuntu.sources, but it also says "overriding", but now it's essentially prepending the buildd.list to ubuntu.sources (arguably the same happens with sources.list vs sources.list.d/ubuntu.sources; sources.list comes first)
