Sorry everyone,

I talked to wgrant in the #launchpad IRC channel and it turns out that
the package itself is broken after all.  Apparently I stumbled over a
very obscure install-time bug, and the the behavior of the Launchpad
build environment is different from my local machine in a way that
produces different results.

Again, sorry for crying "wolf" unnecessarily. :-)
