I have had a few cases where I'm actively using Launchpad, but more
than 15 minutes can elapse between web page views.  I might be looking
at bugs and have preloaded many of them into tabs, or investigating
what to do about them.  Or, as today, I am uploading to PPAs and only
went to the web ui when I wondered what happened to them.

I realize there are other avenues where I can find out that it will be
down, but I don't look at them until it's actually offline ;-)

Maybe a pop up of some sort doesn't really need to be a pop-up just that the idea came to me can be used or do like my college's Angel does and put it up for a few days before hand
