As I understand it the real purpose of this is to let project admins contact users who've hidden their mail address.
Also, community helpers who are approving various things (e.g. mailing lists) sometimes need to contact users.
It might be good to show a message about how to ask for support, request cds, report problems with Launchpad, etc, before sending a message.
That makes sense. I wouldn't want too much text on that page, but we can get Matthew Revell to suggest something reasonable.
