We've asked the Launchpad mailing list administrators to decline list requests and refer teams to the administrators of lists.ubuntu.com. The exception to that is teams which do not qualify for getting a list at lists.ubuntu.com because they are (e.g.) unofficial or not intended to come within the core Ubuntu community. One of the reasons for that is that it ensures that people can find a list of Ubuntu mailing lists in a single place, as you say. Launchpad doesn't yet permit different teams to be associated with a single project and group mailing lists together in the same way that lists.ubuntu.com does.
