One of the reasons for that is that it ensures that people can find a list of Ubuntu mailing lists in a single place, as you say. Launchpad doesn't yet permit different teams to be associated with a single project and group mailing lists together in the same way that lists.ubuntu.com does.
Matthew describes the current state of affairs; the thing to remember is that mailing lists on ubuntu.com are served by a traditional Mailman server, while Launchpad.net mailing lists use Mailman under the hood but with some custom work to simplify the user experience.
That said, one of the things we originally wanted to be able to support, and something I plan on looking at in the coming months, is how to better integrate mailing lists on launchpad.net and ubuntu.com. I'm very keen on understanding the requirements for ubuntu.com mailing lists and see what we can do here. For example, on launchpad.net we can leverage the registry of people to do a better job of having one-stop for managing your subscriptions, for doing better spam filtering, for allowing people to post from multiple addresses, etc. Could we do something similar for ubuntu.com mailing lists while still "hosting" it on the ubuntu.com domain?
I'm also planning to spend time improving the existing launchpad.net mailing list experience, so stay tuned. I will be following up with more thoughts after the Launchpad 3.0 release.
