You need to build the package with the -sa option. The manpage to
'dpkg-source' explains the options. You should have gotten a message in
your buildlog like
"dpkg-genchanges: not including original source code in upload"

What do you call a "launchpad-specific problem"? I agree that for failed
uploads the same version number should be reusable (which I think is the
case), but for published files (binary OR source)? Never.
