This is because you would need to bump the version number if you're
uploading new contents. As per the link:

This mean you have uploaded a file that already exists in the pointed
> 'LOCATION' (your PPA or Ubuntu primary archive) but with different

> number; Launchpad never permits reusing version numbers in the same

If you want the same contents, you could consider copying the package.
Alternatively, bump the version number as mentioned above.
