This sounds good.

I already suggest a couple of GSoC projects that would fall in to this
category, where we would like to have them, but they are not (yet?) of
an urgency where we can take them on.

I'm not sure that filing blueprints specifically for this is a good
idea, as they tend to bit-rot very quickly, and the sorting and
searching of blueprints in Launchpad is poor.

If we have blueprints that come out of the UDS planning process that can be
earmarked then that's not a problem though. Maybe everything that gets
"Low" priority is a good candidate for this, though I'm not sure that
things we apparently deem low priority are going to be hugely motivating
to community members.
