patches.linaro.org primary aim is to provide statistics on the number of
patches sent/accepted upstream. In order to do this we need help from
engineers to update status of their patches in the system so that the
information is accurate.

It may be that this system is useful for engineers/PMs/TLs to track
upstreaming of patches. If so then that's great, but we haven't
specified a process to do this as it's not the aim that we put the site
together for. I would hope that the PMs help us create such a process if
a team wants to track upstreaming using the tool.

There are several transitions that can be done in the system,
e.g. accepted, rejected, superceded. I don't think there is one
specifically for breaking up the patch. We will have some brief
documentation on what the different statuses are for.

I don't think that patches.linaro.org has any relationship to the
workitems, so they should continue to change in the same way as before.
