As we discussed during LDS the LT would be responsible for providing
the proper packaged kernel in their own PPAs, with help from John
Rigby if needed.

If this is still not the case for the LTs, we should provide at least
a valid tag and tarball so people could experiment it.

Andy, as we discussed at IRC, John will help you for 11.06, so the
only thing you need to do is to tag both 38 (as you also included some
other fixes) and 39 trees tomorrow. Once tagged John will jump on it,
adding the packaging bits and making it available at a PPA, so we can
generate the proper hwpacks for it.

We should at least get this going with TI LT as it's the only official
LEB at the moment.
