It just applies to the Panda LEB.

I'd rather not get into who onus its on. We're all doing our best here.

Without this change the Panda LEB will not work which means we won't
be able to ship it this month. I don't know how to test the Ubuntu
stuff, but it concerns me that the same bootline would have to work on
both.
