I've asked Alexander to mock up a picture of this to explain what he
wants, and I also think James W. and I exchanged email about this asking
ourselves if this is a project group multi-milestone view or something
else.

I think this has two parts to it: one, where you're building something
new that you are unsure will be accepted upstream. Another, where you
submit a patch that would be accepted but upstream is unresponsive for a
while. For the former, I've proposed we carefully lay the work plan out
and prototype quickly. For the latter, I think that's a corner case and
it's acceptable for something to slip delivery if the maintainer was
really unresponsive despite multiple attempts of escalating it.

Well... bring this up in the next management call. I'm interested as to
the wider opinion around this.
