[Bug 892017] [NEW] Set MMC clock speed for vexpress-a9 device in l-a-m-c

To improve MMC performance on vexpress-a9 the MMC clock speed should be
set with the kernel argument "mmci.fmax=4000000" (See bug #860390). This
is set in vexpress harware pack for use with LEB,  but for Android this
needs to be hard coded into l-a-m-c.
