[Bug 793182] [NEW] Complete and standardize plugin docs

The plugin docs http://docs.drizzle.org/plugins/list.html are incomplete
and, imho, too inconsistent. I will work on completing the plugin docs
and developing a standard for their documentation. Since plugins give
Drizzle a lot of its functionality, I think it's imperative that the
plugin docs have a standard look and feel so users know where to read to
learn what they need for any plugin, and know that certain info about a
plugin will always be present and in the same place (variables,
examples, etc.).
