[Bug 599605] Re: DYNAMIC row format not being used in HEAP
This'll be disabled due to bugs in the dynamic row implementation inside
the HEAP engine we have. Should be able to provide patches at some point
"soon".

Bug description:
Pretty sure this means that we're using fixed sized records all the
time.
This occured somewhere in the switch away from ROW_TYPE to the engine
option ROW_FORMAT but before my patch that removed the remnants of
row_type from the proto.
