[Bug 805196] [NEW] Splitting a clip will maintain the Effects only on the left part.
Public bug reported:
1. Add a clip to the timeline
2. Add the Effects Brightness to the clip
3. Use the Razor tool to split the clip in two parts
4. Only the left part has still the Brightness effect. The right part is missing it.
It's an issue because whenever I have to split a part of an existing
video I have to add the Brightness effect again to the second part.
