[Bug 851412] [NEW] Show effects in the timeline

Allow to extend/collapse the timeline track (maybe by clicking the cog wheel when there are effects) to include each effect in it's own child timeline and allow setting effect settings from there. It is quite cumbersome to adjust settings of effects now. After an effect is dropped, you have to right click, select properties, go to effects, select the effect and adjust the properties. I think that can be better replaced by the following actions:
- Select an effect sub-track
- it shows a property sheet automatically (maybe on the right side of the timeline)
- adjust the settings
Effectively this replaces the previous 4 actions with 1. It will not
only save a lot of time, but also be more user-friendly to find and use.
It will also make it easier to experiment with different effects and
allow in future to enable effects only for a part of a track (by
implementing start/end markers for each sub-track)
