[Bug 889528] [NEW] Query ID atomic misuse

sql_parse.cc:
1. session->setQueryId(Query_id::value());
2. Query_id::next();

AFAIK you should do an atomic 'get and increment'. Now multiple queries
could have the same ID, after which some IDs would get skipped.
