[Bug 952804] [NEW] Remove EXCEPTIONS_CLIENT

Why do the sources ship with the EXCEPTIONS_CLIENT file? That file is
relevant for libmysql and as far as I know we don't have any libmysql
code anywhere?
Please review, agree and bzr rm the file.
