I believe it is set to the first hard disk, however in some systems
the USB drive is considered the first boot disk.

  I have two Acer Aspire Revos, which had a previous install of
  Mythbuntu. I installled Mythbunti 12.04, reformatting the / partition,
  but leaving /home. After installation GRUB couldn't find the installed
  kernel. However, if I booted with the usb stick that I used to install
