Bug description:
  With the removal of the transaction log plugin, we need to make the
  transaction reader utility optional.  This only applies to kewpie /
  dbqp, but some Jenkins tests do rely on this and it appears crashme
  has failed once due to this.  Randgen runs would also be affected.
