Bug description:
This is primarily an issue with testing.
Basically, if the server hasn't been built with a plugin, but we try to run a test that requires / starts a server using that plugin, the server start will fail and the test will fail.
All of the test-suite checks for requirements generally happen *after*
a test server is started. We need a file, a drizzled command,
something that will provide a list of available plugins - this will
help us streamline test execution (and might be useful for other
things).
