scons mode=release (of course) works, but scons -j2 mode=release, scons
-j4 mode=release, et cetera fail consistently. hhc.exe, specifically,
seems to have problems, but I haven't closely investigated.

scons -j<N> mode=debug works fine. This seems to be a problem
