One way to fix your problem is to connect to hubs that requires share.
Otherwise ask some mod developer if they like your idea and wants to
implement it.

Status in DC++: Won't Fix

Bug description:
a way to restrict peers to those with a share (share-limit on client) many time i find that only those that are unwilling to share themselves are taking up my bandwidth and the people that are willing to share are left in the back. i don't have much bandwidth to begin with i would like it to be given out accordingly. not to mention that it will help block those with other purposes for connecting, (spamming and anti-privacy committees)
