Private security bug reported:

a way to restrict peers to those with a share (share-limit on client)
many time i find that only those that are unwilling to share themselves
are taking up my bandwidth and the people that are willing to share are
left in the back. i don't have much bandwidth to begin with i would like
it to be given out accordingly. not to mention that it will help block
those with other purposes for connecting, (spamming and anti-privacy
committees)
