[Bug 586643] [NEW] Manual pause of downloads and uploads

This is NOT a 'bug' report, but every time I've tried to connect for
'Wish List', this is all I can find, so I'm guessing that this is where
anything of that nature is to be posted.

I would very much like it if the program offered a 'pause' feature.  A
separate 'pause all uploads' and 'pause all download' would be nice, as
would an overall 'pause all transfers'.

There are times that I'd like to disable up/downloads - immediately
cutting off all data transfers - for a couple minutes for anything from
downloading a program patch to briefly using an up/down-heavy website.
For a brief shut-off, it takes a lot of effort (and time for the
refreshing of a large file list) to actually close the program.  And, at
times, I may only need one or the other (either upload or download use),
so pausing upload and download independently would be great.

The 'pause' function for individually selected files isn't workable for
this, because very often I've spent time setting different priorities
for multiple files (which, obviously, would be lost), not to mention the
pausing in the download area having no effect on uploading.
