[Bug 595929] [NEW] Using one of the non allowed char's in nick

Private security bug reported:

When using for example a $ in your nick in a ADCH it disconnects you
with the propper reason but ...

The INF is already send and there is no IQUI for the rest of the
connected users nor for the Hub  so nxt time that CID connects you get
the SID BLAB has same CID as KLAB error and untill you reconnect that
user stays in the userslist offcourse

Putting this as secure to void advertising this lol all bots tryed to
kick him but failed heheheh
