[Bug 1007088] Re: "Ignore chat" and "Un-ignore chat" options are both available in the context menu of an offline user's p.m. tab
While it certainly does not make sense seeing both, one of the menu
items (according the saved rules) might ok to appear if it would work
correctly (able to identify the user offline and add/remove the
accordiong rule)...

Bug description:
Like the title says. I think that if a user goes offline neither of
the options should be available in the context menu.
