[Bug 1031325] Re: enforce ADCS protocol in CTM/RCM

In the latest versions of ADCH you have a +cfgli setting that enforces
that

suadcs - current value: 1 - disallow users that have disabled ADCS (TLS)
support for file transfers, 0 = disabled (aliases: supportacds)

Setting that to 1 will disallow any client who does not have ADC0 or
ADCS in his INF SU fields so you are sure that all c-c connections
inside that hub are encrypted.

i run my small test hub already 2 years like that :)

Title:
  enforce ADCS protocol in CTM/RCM

Status in ADCH++:
  Invalid

Bug description:
  we are enforcing tls on our hub. although the hub-client connections
  are always encrypted, the client-client connections are not.

  it would be very nice to have a cfgli variable to enforce protocol in
  CTM/RCM to "ADCS".
