[Bug 1031325] [NEW] enforce ADCS protocol in CTM/RCM

 

Public bug reported:

we are enforcing tls on our hub. although the hub-client connections are
always encrypted, the client-client connections are not.

it would be very nice to have a cfgli variable to enforce protocol in
CTM/RCM to "ADCS".
