It works currently on Win11 23H2.

Turns out there are many settings and scenarios when Windows doesn't
allow popups to appear these days, see

Please reopen if you think it's still an issue.

Title:
  no balloon is fired when download is completed

Status in DC++:

Bug description:
  DC++ version 0.868
  Windows 10 x64

  I activated playing a sound and showing a balloonpopup when download is ready..
  However when a download is completed only a sound is played, but no balloonpopup is fired.

  Launching an example balloon is working by the way.
