It is a first,

but as we have clearly stated that we are not having a council, I think
that a master having a chat with other masters and general agreement being
formed (we have to trust the master, after all). It is sufficient for you
to make a blog entry welcoming the padawan to the rank of master. As you
know, masters can also be padawans. The rank of master is simply that of
"does the person have the skills and confidence to pass on their knowledge
to others".

Just my thoughts... keep it informal and keep it simple :)
