Hi,

I am a member of the LP Czech translators team. This team is active, but
unfortunately the admin isn't. I would suggest to change the admin
rights to Vojtěch Trefný (https://launchpad.net/~vojtech.trefny). From
my point of view this is an admin's problem. The members are not allowed
to confirm new members and manage the team.
