there's no branch yet. I just wanted to hear if you're generally OK with
this. The way this might work:

 - implement a management command which downloads a package
   from a PPA, extract it and copy its content into the right
   place (this is what we use for deploying the packaging
   guide: lp:~dholbach/+junk/update-packaging-guide)
 - the above will probably need some changes from IS
   like 1) poke holes into the firewall, 2) serve some
   loco.ubuntu.com files through normal apache
 - link to it from standard places in the LTP

Does that generally sounds feasible?
