adding users

Hi, this starting to be a bit weird..

When installing lubuntu onto a newly prepared partition, with respect to
Users and Groups I have found, on both occasions of an install to HD the
following ...
I'm using the a3 I downloaded 26th Feb from the wiki page link. I am using a
USB pendrive to boot from, created with 9.10 (10.04 'Ubuntu' was not
playing, I guess they broke that bit).

Preferences --> Users and Groups

Users Settings (GUI)

Phi11w

I can change name.
I cannot change account type from custom.
I can access password area.

I cannot Add a user.
I cannot access Advanced Settings
I can access Manage Groups.
I cannot Delete (probably because I'm the only user ?)
Pressing Help returns --> Failed to execute child process "gnome-help" (No
such file or directory)

I can sudo from the terminal.

>From running as usb, with persitence I can create a new user as admin and
log in okay with that user.

I attach my /etc/passwd and /etc/group as created by the installer, below --
It looks correct to me ..
