Desktop settings not sticking between boots - Maverick

/home/steve/.config/pcmanfm/lubuntu.conf is not getting written to by desktop settings. 
Right-click on desktop and select desktop settings.  Change the background or any other setting and log-out and back in, the settings revert to previous settings.  If the above file is manually edited all is OK
