pushed up revision 16, added preferences dialog.
definitively, to test or try:
(install bazaar [sudo apt-get install bzr] if you haven't got it)
bzr branch lp:lubuntu-software-center
cd lubuntu-software-center
python lubuntu-software-center.py

No installation required.
