 Libreoffice, and I think Tomboy too, are optional installs. You would have to install them yourself.
In this case I think "supported" means, yes they will work, but you will have to install them.

While installing from the desktop / Live CD, various panels are
displayed advertising Lubuntu capabilities and software.  There is a
panel entitled "Abiword and Gnumeric" which mentions Abiword, Gnumeric
and Xpad.  The Supported software is LibreOffice and Tomboy Notes.
Tomboy should be replaced with something else.   It has been dropped
from the default and is fairly bloated (30MB), not to mention the other
disadvantages.

Perhaps Gnote (16MB) or Zim (4MB) should be advertized instead.  Basket
and Knotes require the KDE libraries, so they are not good options.
