I just made an install of Lubuntu quantal desktop amd64 ,logged on the
qa-tracker, to test the software update issue and I had no problems.
I was surprised to have 2 recent update packages that downloaded and
installed clean. Sorry Ron, I thought I might be able to duplicate
your experience but not this time. It might be only in certain
flavors/versions like the panel volume kernel regression bug I have
but I would doubt it. You might try it again...

I know I need to file my bug upstream just have not had the time and
besides we have a work-around.
