is it a design or a bug?

@ Rafael also can you state that the alteration to black and white is a
requirement for 13.04 Lubuntu menu?

i'm sorry that such a little thing seems really annoying, but I do honestly
think that this is a regression unless there is a very good reason in terms
of RAM / CPU usage for us to go to b/w.

Lubuntu is a stripped down to minimal of what is needed, but as the 'child'
icons are in colour, how much do we save in making the 'parent' ones only
in B & W? We have to support the the colour ones being able to be
displayed, why not have the master ones?

Is this something that has been enforced on lubuntu owing to changes in how
little icons are displayed, or a new iteration for the GUI tools that we,
once again, have not had a chance of speaking about?
