regarding https://wiki.ubuntu.com/Lubuntu and
https://help.ubuntu.com/community/Lubuntu

https://wiki.ubuntu.com/Lubuntu was the first wiki area for Lubuntu, as the
documentation for users grew, that part of it moved to
https://help.ubuntu.com/community/Lubuntu  (You can see that is so, by
looking at the link 'How To Wiki' which points to
https://help.ubuntu.com/community/Lubuntu/Documentation The welcome page is
there because that page is thrown up by searching for lubuntu :)

The community section of the wiki (help.ubuntu.com) is for entries that are
written to assist people, information about the team, development work etc,
are correctly held on the wiki.ubuntu.com section.

I'm sure the paragraphs that you refer to can be tidied up :)

As for errant links, they are no doubt part of the legacy of the
documentation side now being on it's 3rd, and permanent, home.

Feel free to tidy up, permission is not required :)
