Fwiw, I favour the second option. I think there's very little to be
gained from supporting external user splits, unless MAAS is forming
part of a public network, which is not an expected use-case afaik.
The complexity of supporting external user splits [1] versus choosing
another 10/8 or 192/16 network is very heavily in favour of opting for
the latter every time.
[1] Is "external user splits" your term Rob, or is it widely used,
i.e. something that we can use in documentation?
