Status in “xkeyboard-config” source package in Ubuntu: Incomplete

Bug description:
According to xev, AltGr outputs ISO_Level3_Shift in 8.04 Hardy. In 7.10 that I upgraded from it worked right. 
Adding line

keycode 113 = Mode_switch

into /etc/X11/Xmodmap and running "xmodmap /etc/X11/Xmodmap" fixed this. I have Finnish keyboard layout selected in Gnome's Keyboard settings. xorg.conf, which is unchanged from 7.10, says

    Option         "XkbModel" "pc105"
    Option         "XkbLayout" "fi"

This bug for example prevented entering the pipe character. In gnome-terminal, xterm and kterm pressing AltGr with the key that should output pipe, instead output ^[ followed by pipe. In nedit the combination output pipe properly. Things worked fine in the Linux console.
