To reduce the spamminess of giving groups access to one's view, we
should tweak the rules for sending notifications.

- Add a group settings to turn off view notifications. This will be
useful for very large groups, for example on mahara.org.

- If someone gives access to a view to a group they are not a part of,
no notification should be sent.
