Public bug reported:

The drag and drop interface requires the mouse to be placed on the title
of the block to move this.

The user is unaware that this is the case as the pointer does not show
this title as being active.

This is the case in Internet Explorer and Firefox.

To fix this the cursor should change when over the active part of block
to show that this can be moved.
