Looks like this could be a bug in view/index.php

We only allow users to make their profile public if they have user
course groups... this seems broken logic

Bug description:
On master.dev not all users can make their portfolio publicly accessible [Update: it should read: portfolio view publicly accessible] though I set the admin setting to "Yes" and see several people who can make their portfolio [Update: it should read: profile view] public, but most can't. Could it be admins and institution admins vs. regular users?
