Yup - the logic is slightly wrong:

We only run the check for allow public profiles if there are course user groups.
It looks like this was added to an existing loop of the available views.

Just looking into the most elegant fix.

Bug description:
On master.dev not all users can make their portfolio publicly accessible [Update: it should read: portfolio view publicly accessible] though I set the admin setting to "Yes" and see several people who can make their portfolio [Update: it should read: profile view] public, but most can't. Could it be admins and institution admins vs. regular users?
